Advocacy and Initiatives

Endorsing the CT EL/ML Framework

At CABBE, we are proud to give our full support to the Connecticut State Department of Education’s English Learner/Multilingual Learner Framework (EL/ML Framework).

T
his statewide guidance is a significant step forward in ensuring that every student learning English in Connecticut receives an equitable, high-quality education.

The 4 Principles

Skilled Educators: Prioritizes teacher training, culturally responsive teaching, and strong leadership.

Evidence-Based Practices: Advocates for instructional methods grounded in research.

Family & Community Engagement: Recognizes the vital role of families in student success.

Reflection & Continuous Improvement: Encourages ongoing evaluation to meet evolving student needs.

Why we support it?

We believe this framework is transformative because it embraces an assets-oriented approach, shifting the focus from deficits to the unique strengths our students bring. It promotes shared responsibility, ensuring educators, leaders, and families are all actively engaged.

Advocating for EMMA Standards

MABE is actively advocating for the adoption of the EMMA standards as the competencies for the cross-endorsement certificate. These standards reflect a comprehensive and equitable approach to supporting multilingual learners.

At CABBE, we fully support this advocacy because the EMMA standards provide a more inclusive and effective framework for preparing educators. We are happy to collaborate to advance these research-based competencies.

Strategic Partnerships

We are pleased to announce that CABBE has renewed our affiliate membership with the Massachusetts Association of Bilingual Education (MABE).

This partnership connects us to a vibrant network of educators and resources dedicated to advancing bilingual education. Through this affiliation, we gain access to professional development and collaborative events to better serve our community.
